Port Gamble S'Klallam Tribe
The mission of the Port Gamble S’Klallam Tribe’s Child Support Program Manager is to enhance the quality of life of tribal children and families through the management of the Child Support Program, under the direct supervision of the Children and Families Service Director (“Director”), the guidance of Tribal administration, and in cooperation with other Tribal staff. This position will take the lead role in planning, coordinating, and implementing Child Support Services to families to ensure that both parents financially support their children.
Duties Include:
Program Manager: Ensures the Child Support Program (“Program”) is managed according to the tribal child support code, policies, and procedures to comply with Federal Regulations.
Administer and update the Child Support plan for federal funding.
Review, develop, and update policy and procedures with the assistance of attorney.
Ensure timelines for court recommendations and orders are met.
Review Program’s performance measures to ensure compliance.
Ensure child support payments are processed timely and weekly.
Oversees and maintains records to ensure compliance with tribal, state, and federal laws and policies where applicable.
Interacts and build partnerships with state and tribal child support agencies on receiving and transferring of cases.
Negotiate and implement Washington State memorandum of agreement for SEM/ACES, federal tax intercept.
Review and update 701 plans with Washington State on a quarterly to yearly basis.
Review and assist in reconciling of payments records with financial manager to ensure financial reports are done accurately and timely.
Partner with Family Assistance and Indian Child Welfare and other professional service providers to identify holistic services being provided to families.
Participates in in-house case staffing, multi-disciplinary and/or multi-agency case staffing.
Participates in department, and tribal wide training as appropriate.
Plan and coordinate outreach events to promote the Program’s services.
Partner, attend, and participate with other tribal, state, and federal agency to ensure government to government relationship.
Enter, ensure, and update data into the database. Work with database consultant to ensure updates are done regularly and timely.
Create, develop, and assist in creation of new forms and templates.
Provide training and mentorship to tribes across the nation.
Create promotional materials for community outreach.
Provide training and education to state and federal partners.
Participate in conferences and workshops whose goals directly or indirectly relate to Child Support objectives, which may include presenting to audiences.
A mandatory reporter for child abuse or neglect.
Other duties as assigned.
Supervision of staff: Supervision of program staff including but not limited to database consultant in operating to comply with policies and procedures.
Provides direction to staff on services provided to families.
Trains staff in the day-to-day operations of case management, payment processing, and data entry.
Review and monitor case files to ensure that cases are being handled timely and being properly entered and enforced.
Monitor, ensure, and approve time sheets are done timely and accurately.
Ensure and monitor database changes are done timely and accurately.
Provide disciplinary action to staff if needed.
Management of Budget:
Manage and ensure budget is reviewed quarterly and spent according to federal regulations.
Track and approve relevant expenses.
Prepare and submit child support budget to OCSS yearly.
Partner with accounting staff to ensure 425 reports are done correctly and timely.
Case Management Services: Provides case management services to families in Program’s case load that are involved in high profile and/or a conflict of interest. Review cases to determine necessary steps to establish paternity, establish and modify child support orders, enforce court orders, and locate an absent parent.
Interprets and enforces child suppot laws of the Port Gamble S’Klallam Tribe with the direction of the attorney.
File petition and motion needed to establish, modify, review, and/or enforce child support orders.
Assist clients to fill out application, petition, and motion for court.
Prepare recommendations and orders for court according to the code, policies, and procedures of the Program.
Calculate obligation based on schedule and guidelines and/or assists clients to reach agreements regarding child support amount.
Participate in team staffing of cases with attorney and other case managers.
Attend monthly court hearings as representative of the Program 1-2 days per month.
Attend the Elders’ panel as a representative of the Program.
Track and manages timeframes for each cases in the caseload.
Search for parents using tribal, state, and federal resources.
Track past due amounts and determines whether to initiate enforcement action.
Initiate, refer, and collaborate shared cases with states and other tribes.
Maintain and enter case information, notes, other data in the database.
Determine and take necessary action to close cases.
Reconcile and update client payment histories in absence of the collection/outreach specialist.
Process payments in absence of the collection/outreach specialist.
Enter and set up cases in the database in the absence of the collection/outreach specialist.
Preserves confidentiality.
Other duties as assigned.
Meetings:
Attends and participates in various community meetings and staff committees whose goals directly or indirectly relate to the Port Gamble S’Klallam Child Support Program, including Children and Families Social Services meetings, service coordination meetings, and others.
Serves as a liaison and representative in meetings with tribal, state, and federal agencies, quarterly and yearly.
Lead staff team meetings to discuss progress and maximize productivity of the Program.
Attend, set, and lead meetings of court staffing of cases.
Reporting: Review, prepare, and compile quarterly and yearly reports required by OCSS Federal Office and Tribal Council in conjunction with financial manager such as 34, 75, and 425.
Personal Contacts: Maintains regular contacts of a positive nature with clients, staff, community members, Children and Families committee, Indian Child Welfare, Family Assistance (TANF), Tribal Court, Natural Resources, Accounting, tribal, state, and federal partners, and other programs.

Qualifications:
Education: Bachelor’s Degree is required in social work or related fields. Knowledge of the Port Gamble S’Klallam culture is preferred.
Experience: Minimum of three years’ experience in Child Support or other related social work. Three years of supervisory ability preferred.
Computer Skills: Basic computer skills are required, as well as the ability to learn spreadsheet and other software programs such as word, excel, access, and adobe acrobat.
Math Ability: Ability to calculate figures and math such as basic math, percentages, fractions, and basic algebra.
License: Valid Washington State Drivers License
S’Klallam or Indian Preference
Travel Requirements:
Local, statewide, and out of state travel for job related training, conferences, and meetings approximately eight times per year.

Remote Work:
This position may be eligible for remote work. The schedule must be discussed with and approved by the Program Manager and Director. The following may apply:
Routine remote work of up to one day per week,
Situational remote work as needed,
Alternative scheduling outside of the Tribal Office Hours.
