Position Overview:

Under the direction of the Middletown Rancheria Tribal Council, the Tribal Administrator will coordinate the different departments of the Tribal Government, execute governmental projects, and manage the day-to-day operations of the Tribe. This position will entail many facets of the Tribe’s overall grants management and responsibilities will cover all aspects of the Tribal Government Operations. This will include accountability and decision-making skills regarding the ICWA department, Tribal Youth activities, Environmental and Tribal maintenance departments, and managing various grant requirements and implementing objectives set forth by the Tribe in federal and/or state grants, with inter-departmental communications for an overall smooth governmental operation. Strong familiarity with Tribal history and Native American governance is required and some knowledge of cultural and environmental issues, including protection laws and practices. This position will develop, implement and monitor strategies, policies, and programs that promote sustainable development for the Tribal Community and be responsible for establishing and maintaining effective communication between the Tribal Government and the Tribal Community. Create, design, implement, oversee and report on all projects and studies which pertain to the goals and objectives of the Tribal Governmental Operations, the Tribal Council and the Middletown Rancheria of Pomo Indians of California.

 

Position Knowledge, Abilities and Skill Requirements:

This position requires a Bachelor’s degree, preferably in a related field of management, business or public administration, and a minimum of 3 years of previous related experience. Applicants should possess complete working knowledge and skills necessary for finding, planning and writing for federal and state grants, including the managing of those grant funds and tribal funds.  Some knowledge of native land programs, regulations, codes, and ordinances, including knowledge of ICWA, NEPA, CEQA, and basic accounting skills are required. Qualified candidates must have the ability to research and prepare successful grant proposals and communicate effectively, both orally and in writing. Suitable applicants must possess a working knowledge of Microsoft Office products and general Windows environment, including utilizing the electronic mail system.

Candidate must be able to bend and lift up to 50 pounds, tolerate long periods of sitting and standing, possess knowledge of safety, capable of implementing various grant requirements in the office and in the field, knowledge of data analysis and research, and create and enforce policy and procedures for operating various equipment as needed for the maintenance department, and be able to create, implement and enforce office policy and procedures for office management  and  government operations.

This person must be able to work prescribed hours and have the ability to fulfill work schedules routinely and punctually. Successful applicants must possess strong time and project management skills, strong organizational and public speaking skills, with basic financial management knowledge. And this person must have the ability to work both independently and collaboratively with all supervisors, co-workers, office personnel and Tribal Council.

 

Position Duties and Other Responsibilities (include but not limited to):

•           Implement management defined projects within the Tribe’s Governmental Operations,     ensuring that project objectives, budget and reporting requirements of all funding agencies         are met

•           Work effectively and collaboratively with the Tribe’s accounting department for financial          reporting of all federal and state grants, including annual narratives and budgets

•           Create and maintain all files for all federal and state grants

•           Provide meaningful reporting to Tribal Council and General Council, as requested or             required

•           Must be able to attend meetings with Tribal Council and General Council, as requested or    required

•           Research and prepare grant applications and other projects, as assigned

•           Prepare, present and implement effective communication of issues important to our Tribal   Community

•           Network and coordinate with local, regional, statewide and national organizations regarding         all governmental issues for the benefit of the Tribe, relaying information to Tribal Council

•           Provide supervision for assigned staff and team members, which include hiring, training,          planning, motivation, mentoring, staff development and evaluations, including progressive discipline, as needed

•           Some travel may be required for various training, workshops, meetings and/or conferences

•           Must be sensitive to Tribal Culture and/or Cultural differences

•           Must possess excellent Verbal and Written Communication Skills

•           Other duties as assigned or directed by Tribal Council

 

Conditions of Employment:

The employee will have a 90-day probationary period and must pass an initial and random drug and alcohol screening to be eligible for and maintain employment. All employment at Middletown Rancheria is “at will”. This means that the employee or Middletown Rancheria may terminate the employment relationship at any time for any reason. The employee must possess a valid driver’s license.
